Some child safety seats come with a top tether strap. The top tether strap attaches to a metal plate that is bolted into the car. This holds the top of a forward-facing safety seat in place better. In a car crash, the child’s head won’t move as much. The safety seat will not move sideways as much, either.

For more information on child safety seats, see the New York State Department of Motor Vehicles, Governor's Traffic Safety Committee's website.
